Galway City Rapparees Rounders Club Constitution
1. Name
The name of the club shall be Galway City Rapparees Rounders Club, hereafter referred to as “the Club”.
2. Aims and Objectives
The aims of the Club are:
- To promote, develop, and play the game of Rounders in accordance with GAA Rounders rules and regulations
- To provide opportunities for participation, coaching, and competition in a safe, inclusive, and competitive environment
- To foster sportsmanship, respect, and fair play
- To represent Galway City with pride at local, regional, and national level
- To support the development of players, coaches, officials, and volunteers
3. Affiliation
The Club shall be affiliated with:
- GAA Rounders
- Any relevant County, Provincial, or National bodies as required
The Club shall comply with all rules, regulations, safeguarding policies, and codes of conduct issued by these bodies.
4. Membership
4.1 Eligibility
Membership shall be open to individuals who:
- Support the aims and values of the Club
- Agree to abide by this Constitution, Club Rules, and Codes of Conduct
- Have paid the appropriate membership fee
4.2 Admission to Membership (Management Discretion)
Due to the competitive nature of training and match participation, the Club Management Committee shall have the final decision on the acceptance of new playing members.
In exercising this discretion, the Committee may consider:
- Squad capacity and balance
- Player safety and welfare
- Commitment, availability, and attendance
- Behavioural standards and compatibility with Club culture
This discretion shall be applied fairly, consistently, and without discrimination, in line with GAA and Sport Ireland principles.
4.3 Membership Categories
Membership categories may include:
- Playing Member
- Non-Playing / Social Member
- Juvenile Member (subject to safeguarding requirements)
- Honorary Member
5. Rights and Responsibilities of Members
Members shall:
- Uphold the values of respect, fairness, and sportsmanship
- Comply with Club rules, training standards, and codes of behaviour
- Respect officials, opponents, teammates, and volunteers
- Avoid conduct that brings the Club or the sport into disrepute
Eligible members have the right to:
- Attend General Meetings
- Vote at General Meetings
- Submit motions in accordance with this Constitution
6. Club Management
6.1 Management Committee
The Club shall be managed by a Committee consisting of:
- Chairperson
- Secretary
- Treasurer
- Registrar
- Public Relations Officer (PRO)
- Coaching / Playing Representative(s)
- Any additional officers deemed necessary
6.2 Powers of the Committee
The Committee shall:
- Manage the affairs of the Club between General Meetings
- Enforce this Constitution and all Club Rules
- Appoint team management and coaching staff
- Act in the best interests of the Club at all times
7. Team Management
- Team managers and coaches shall be appointed by the Committee
- Managers shall have authority over team selection, training standards, and match-day decisions
- All team officials must comply with safeguarding, coaching, and code-of-conduct requirements
8. Meetings
8.1 Annual General Meeting (AGM)
An AGM shall be held once per calendar year to:
- Receive reports from officers
- Elect the Management Committee
- Approve financial accounts
- Consider motions submitted in advance
The AGM shall not operate as an open forum; only items listed on the circulated agenda shall be discussed.
8.2 Extraordinary General Meeting (EGM)
An EGM may be convened:
- By the Management Committee, or
- Upon written request from a specified proportion of voting members
9. Finance
- All Club funds shall be used solely for the benefit of the Club
- The Treasurer shall maintain accurate financial records
- Accounts shall be presented to the AGM
- Two authorised signatories shall be required for payments
10. Discipline
- The Committee shall deal with breaches of Club rules or codes of conduct
- Procedures shall be fair and proportionate
- Sanctions may include warning, suspension, or termination of membership
11. Safeguarding and Welfare
The Club shall:
- Fully comply with GAA and national safeguarding policies
- Appoint a Child Welfare Officer where required
- Ensure a safe and respectful environment for all participants
12. Equality and Inclusion
The Club is committed to:
- Equality of opportunity
- Non-discrimination on any grounds
- Fair and respectful treatment of all members
13. Amendment of Constitution
This Constitution may be amended only at an AGM or EGM by a majority vote of members present and entitled to vote, provided proposed amendments have been submitted in advance.
14. Dissolution
In the event of dissolution:
- All debts shall be discharged
- Any remaining assets shall be transferred to an organisation with similar sporting objectives, in accordance with GAA or Sport Ireland guidance
